Bullying

Background

Lloydminster Public School Division recognises its responsibility to provide safe, caring and acceptable learning environments in our schools. The Division believes that all members of the learning community have the right to attend school and school related activities free from bullying. The division is committed to ensuring the safety of all and expects its teachers, employees, students and all members of its community to neither participate in or condone such behavior. 

Bullying is a relationship issue where one person or a group repeatedly uses power and aggression to control, intentionally hurt, harm or intimidate another person or group. It is often based upon appearance, ability or other factors. Bullying can take many forms: physical, emotional, verbal, psychological, social and cyber. 

Cyberbullying is bullying that involves the use of technology in a manner intending to cause harm to another’s wellbeing.  It may involve the forwarding or spreading of hurtful, hateful or embarrassing messages, images and/ or videos via email, texting, social media or other forms of electronic communication. It may include the use of communication to mock, threaten or impersonate an individual. It can extend to encouraging others to participate in these behaviors as well.

Procedures

Safety in Lloydminster Public Schools is a priority for all. An environment based upon respect and rapport is created by members of each school community. All members are expected to interact with each other respectfully and model each other's positive relationship. In  respectful learning communities all members feel safe, valued and accepted. This can be created through the following practices:

  1. Prevention: School Administration, in consultation with school staff, shall develop anti- bullying strategies and a prevention program which will include:
    1. Working toward a school culture that values respect, care and safety.
    2. Taking steps to ensure that students and staff understand the above definition of bullying by promotion in school publications and explicit teaching.
    3. Promotion of Schools Student Code of Conduct
    4. Using the Saskatchewan Curriculum to provide students with education on bullying prevention, recognizing bullying behaviors, conflict resolution and fostering healthy relationships.
    5. Using the curriculum and other resources to support digital citizenship and promote digital citizenship as a component to address cyber bullying.
  2. School staff will maintain partnership with parents/caregivers/guardians both in the teaching of anti bullying strategies. as well as in the reporting of bullying incidents.
  3. Investigation: If the matter cannot be resolved in an informal manner school administration shall:
    1. Interview the students involved separately.
    2. Notify the parents of the students involved.
    3. Document and Complete the investigation process using the Bullying Incident Report Form
    4. Submit completed reports to the Superintendent of Student Services.
      The investigation may lead to disciplinary action keeping with the school division policies and provisions of The Education Act, 1995. If applicable, the RCMP may become involved.
  4. Follow Up Action: In all cases of bullying, follow up actions will take place to support all individuals that are involved.
    1. Each situation of bullying will be addressed individually and will appropriately reflect:
      • the context of the situation
      • the age, development and maturity level of the students involved
      • the nature of the behaviors and potential relation to past incidents
      • the frequency and severity of the behavior
    2. Parents of the individuals involved shall be notified.
    3. All involved will be monitored, supported and checked in on for a predetermined amount of time by a designated staff member. At minimum a check in with all students, and a follow up with parents will take place 1 week following implementation of the plan.
    4. Remediation will be provided for all individuals involved in the incident.
    5. Should the bullying behaviors continue or escalate, progressive discipline will occur.
    6. The Superintendent of Student Services will review all plans with School Administration. Plans will be adjusted as needed.
